In 1895, in recognition of the great increase of work in this office in connection with the collection of revenue, the Secretary of State approved of incidental assistance for the Shroff being obtained when necessary, and a sum of $180 was inserted under the heading "Incidental Assistance to Shroff" under "Other Charges."

2. The time has, I submit, now come for a further increase to the staff. I attach a schedule in which a comparison between the work in 1891 and the work in 1898 is given, and it will be seen that the number of licences and Bonds filled in has more than doubled, whilst the number of receipts issued (in addition to licences) has more than trebled.

3. In 1891 the Shroff, Ip Ping Kwan, used to be at the office at nine o'clock and to have in addition the assistance of his son-in-law for about an hour and a half each day.

4. In 1895 and 1896 the Shroff's assistant used to regularly take work home at night and was frequently at the office on Sunday.

5. This year the Shroff's assistant considers that he has had an easy day if he gets away from the office by half past five, and he is frequently at work till half past seven.

6. For eight months in the year, viz:- April to October, an extra man would have a full day's work in helping the Shroff, and during the remaining four months his services could
